Here's a shocking truth: Europe's corporate fleets could be the secret weapon to supercharging the demand for Made-in-EU electric vehicles (EVs), but they're not being fully utilized. The European Commission is on the cusp of a game-changing move with its upcoming legislative proposal on Clean Corporate Vehicles, and this could be the catalyst needed to revolutionize the EV market. But here's where it gets controversial: despite companies receiving substantial tax benefits for owning EVs in 23 out of 27 EU Member States, only three countries are truly leading the charge in corporate EV adoption. Why is this potential being left untapped?
Our analysis reveals a compelling story: 73% of electric cars registered by companies in the EU are already Made-in-EU, compared to 63% in the private segment. Given that corporate cars dominate 60% of new vehicle sales, this translates to a staggering 403,000 Made-in-EU EVs in the corporate sector, dwarfing the 184,000 in the private market. And this is the part most people miss: with the right policies, the corporate market could drive an additional 1.2 million Made-in-EU EVs by 2030, significantly boosting local manufacturing and competitiveness.
Why should companies take the lead? It's simple: they enjoy tax breaks like VAT deductions, depreciation write-offs, and Benefit-in-Kind, which private buyers don't. In Germany, these benefits can total up to €14,000 per car over four years. Yet, only Belgium, Luxembourg, and the Netherlands are leveraging these advantages effectively, with Belgium achieving over 54% corporate BEV registrations in the first half of 2025—a stark contrast to its 9% private market share. This raises a thought-provoking question: Shouldn't companies, benefiting from public funds, be at the forefront of Europe's decarbonization efforts?
The data speaks volumes: corporate fleets not only buy more Made-in-EU EVs but also favor them more than private buyers. In the first half of 2025, 13 out of the top 15 corporate EV models were Made-in-EU, compared to just 10 for private buyers. However, without binding targets, this potential remains underutilized. The European Commission's proposal to mandate large companies to electrify 75% of their new cars by 2030, with a 90% Made-in-EU requirement, could add 1.2 million EVs to the market, boosting total production to 14.3 million vehicles by 2030.
But here's the kicker: this initiative doesn't require tightening CO2 emission standards. Instead, it leverages existing market dynamics to scale up European manufacturing and secure a competitive edge in the global EV supply chain. For Germany, Europe's manufacturing powerhouse, the benefits would be particularly significant.
To unlock this potential, the European Commission should:
Propose a robust Clean Corporate Vehicles Regulation, targeting the 60% of new cars that are corporate fleets.
Set ambitious, binding Zero-Emission Vehicle (ZEV) targets for large companies (+250 employees), while exempting SMEs to minimize burden.
Introduce clear Made-in-EU requirements to ensure domestic production benefits, with transparent definitions and methodologies.
